Richard Garrett was born in 2350 on Solosos III, the eldest of two children to a human father and Betazoid mother. He demonstrated exceptional aptitude in the sciences and in 2367 at the age of 17 he applied to Starfleet Academy's medical program and was accepted. The chose to pursue a doctorate in alien physiology and minored in biochemical engineering. His time at the Academy was going smoothly and he was on pace to graduate towards the top of his class, but in 2370 his homeworld was ceded to the Cardassian Union. When his younger sister Alianna, was raped and killed in 2371 he resigned his commission from the Academy and joined the Maquis to take revenge. He eventually grew to heavily hate all things Cardassian.
His time in the Maquis is mostly unknown, though his primary contribution to the cause was as a combat medic. However he did put his biochemistry knowledge to effect, helping to manufacture the Cobalt Diselenide, Maquis Leader Michael Eddington used to poison Veloz Prime and Quatal Prime. This turned out to be an empty victory as his parents were killed when Captain Sisko released trilithium resin poisoning his homeworld of Solosos III in retaliation for Eddington's attacks. In 2373, just prior to the start of the Dominion War, he was captured by the Cardassians and sentenced to life imprisonment at the Lazon II Labor Camp. There, he spent backbreaking hours being forced to manufacture weapons for the Cardassian war effort.
Once the war ended he was released from the Cardassian labor camp in early 2376 and extradited to the Federation, the process taking longer since he wasn’t officially a prisoner of war. However he was a shell of himself and spent the next year in rehab therapy regaining his former strength, not to mention facing a number of legal problems with the Federation for his involvement in the Maquis. Charges against him were eventually dropped however due to the extenuating circumstances of his situation and the insistence of his defense counsel that if charges were raised against him, that Sisko and the crew of the Defiant should be charged as well for their actions regarding Solosos III.
He returned to Starfleet Academy in 2377, though not as the same man he was six years prior. Garrett’s motivation was simply that he had no where else to go, and had to do something with the rest of his shattered life. Surprisingly, he was allowed to return, the Federation having suffered massive casualties during the war and needing everyone they could get. His work as half-hearted and though his previous brilliance was still present he didn't put in the effort and graduated in 2381 in the middle of his class.
He was commissioned as a lieutenant junior grade and assigned to the Galaxy-class USS Trident as the assistant chief medical officer. He often voiced complaints about how soft everyone was, having survived under harsher circumstances in the Maquis and in prison. His work was satisfactory, though it was noted in his record more than once he had attitude problems and tended to have a general resentment towards Starfleet.
In 2383 he was still serving on the Trident, now complaining about being passed up on promotion, when the Trident responded to a distress call from a Cardassian freighter. Garrett’s hatred of all things Cardassian came through again, when he refused to treat a patient who would eventually die. He was formally court martialed over the issue. His defense was that he didn’t have the medical knowledge to treat a Cardassian, which everyone basically suspected was a lie, but as he was never specifically trained on Cardassian physiology, the murder charges were dropped. However he was found guilty of conduct unbecoming a Starfleet officer, dishonorably discharged from Starfleet and sentenced to two years in the New Zealand penitentiary.
Two years in prison did nothing to soften his resentment towards Starfleet and given his dishonorable discharge from Starfleet, his prison time, and the fact he was a former terrorist, he found difficulty finding work as a doctor in the Federation. He spent most of the next year drifting rather aimlessly, doing the occasional odd job outside Federation space. It was about this time he started drinking heavily. In 2386 he find a job as the medical director at a hospital on Farius Prime.
At first this seemed a stroke of good fortune, to land a prestigious, well paying job, but it turned out there was a very good reason the hospital chose to hire a doctor with such a colorful past. The hospital was just a front for narcotics manufacturing and distribution by the Orion Syndicate. While Garrett did not directly take part in this, or even was part of the Orion Syndicate, his job was to maintain the cover of the hospital being legitimate.
Though all good things must come to an end, and even the lethargic Farian authorities couldn’t overlook the operation forever. In late 2388 the hospital was heavily investigated, and Doctor Garrett at that time found it was suddenly a good time to resign his position and move on. He was never formally charged, though he was a person of interest in the case, though he refused to testify in court on the matter(knowing that would be a death sentence by the Orion Syndicate). This led to his medical license being revoked on Farius Prime, though it wasn’t much of an issue as Garrett was already long off planet.
By 2389 he was drifting once again, drinking heavily and looking for an employment situation. While he wasn’t out and out ready to become a career criminal, it was clear that he had few legitimate options left open to him.
